Is this something that can/will be addressed by the upcoming "interface" 
rewrite? I know hot-key mapping is going to be a key feature of said 
upgrade, but customisable menus seems to be something that naturally 
follows (for me at least, coming from Maya).

NOTE: This is a question, not an advocacy of the position. I really do 
not know what the new interface upgrade will entail.
