Perhaps, but there's a counter-argument to this.  When painting bones,
I expect consistent behavior.  If I have my brush set to 1 and I paint
on some verts, I expect that the color will go all the way to red.  If
it stops at yellow or at green, I tend to think that there's an error
or I'm just not hitting that vertex enough.

My opinion is that it's better to allow "sloppy" painting with
visualization of weights on a per-bone basis and let Blender figure out
the normalization for me.  If I multi-paint a single vertex, there are
tools in place to figure out what groups I've assigned it to if I
really need to know.

Now, it might be nice to offer the ability to toggle a 'normalized view'
of the weights as a check, but for straight weigh painting, I'm pretty
partial to how it currently works.

Just my opinion, though.
