You should also consider duplicating those snap toogles on the "View 
Properties" window. If you will be using snap to grid then it is most 
likely you also want/need to keep an eye on the grid spacing, so it 
makes sense having both settings on the same place.

As a matter of fact, you could also consider having those settings on 
the User Preferences.. so the ones on the UP change the global defaults 
and the ones on the View Properties change the setting for the local window.
