bf-committers is the list.  There isn't really a maintainer for the
nurbs code unfortunately.    You can also post a bug to the tracker.

Emmanuel Stone made nurbana into a library and had it mostly
integrated into blender so he is familiar with the code but he hasn't
had time to finish nurbana integration and may never do so
unfortunately.  Perhaps he could fix the bug for you or perhaps he can
point you where to look.
