It sounds like you got the dynamic version, which is good. The file
should have the extension .tar.bz2 - this is like a .zip file.

In Ubuntu, just double-click on the file in the file browser. The
archive manager should open. Choose Archive > Extract to unzip it. Then,
in the new directory, just double-click on the file called "blender".
