No, you can paint directly on to the 3D model in the viewport. You just have
to have UVs+ a texture assigned. Problem is, it's really really slow. I've
found it somewhat useful for at least marking on a UV texture what 'things'
should go where, so I have a rough outline to paint over in photoshop etc.
