Hello again,

I think this project at Berkeley is the answer.  It's
called BOINC, the Berkeley Open Infrastructure for
Network Computing, and is what SETI is going to be
using in the future.  It's under development, but from
their documents it must be nearing completion.  It's
going to be open source, and is a framework that can
be used by anyone.  It's going to use the open source
projects Apache, PHP, and MySQL on the server side.
