I'm aware that you aren't looking for bug reports, but this doesn't seem like a bug, rather it seems as though its a case of odd functionality (hence posting it to the funboard). In the theme settings for UI and Buttons there is an option called "Neutral" which at first glace seems to control the coloring of the boards of buttons, but there are two issues with it:

1) Some of the items it colorizes are unexpected i.e. The icons in the preview panel of the materials window and the "TexMesh" box in the edit buttons. It seems to me that to maintain consistency with the rest of the UI's color settings, that these icons should be categorized with one of the other button settings for colorization.

2) The Neutral setting seems to have no effect on the "minimal" button style's borders at all. This is likely intentional, and I understand that its a work which is under construction, but I wanted to point out that the setting lacks consistency between the two themes.

Perhaps the name of the setting should be changed to "Borders" to more accurately describe exactly what it is the setting changes, as I've only found a few instances, as mentioned in point 1 above, where the "Neutral" setting effects something other than border colors. If I'm missing some important point please clarify what it is so I can move on with my life and stop complaining to you awesome developers ;) Thanks!
