[Bf-funboard] Updated panels style, a few suggestions....

Hello,

The mouse wheel has always been used in 3D View for zooming, and used
to do that in buttonwin too... and middle mouse was for panning
(/orbiting too).
I think the user will expect the mouse wheel to zoom in every view and
middle mouse to pan/scroll (as it did before)... at least I did =]
So I think the current cvs' use of middle mouse and mouse wheel should
be switched:
mouse wheel -->zoom
middle mouse -->pan with lock

What do you think?
