[Bf-funboard] Updated panels style

Hi,

Today I changed the panels style in CVS, based on the discussions here (tabs
looking like tabs, visible header, etc. etc.)

Here's a current Windows binary to test with:

I couldn't decide whether to make the single-tab-panels look like a tab or
not, but I settled on 'not' (mainly because it looked quite strange on the
floating panels). Does anyone have any reasoning either way though?
