I think that it's a good to stick to the projects.blender.org! As I already said, I think that there are already almost too much tools availible. And that's also why I suggested to create a php platform dedicated to gathering and organizing feature requests that would try to combine the adventages of these availible tools... But if there's a way to better use these tools to reach the teamwork we aim, than it's even better, this saves us a lot of time! In fact, I love the blender tracker an the whole project site, because a lot of things seem to be possible. The reason why I suggested something homemade is that sometimes I have the impression that the people that should use it (maintainers and coders) don't use it because it's complicated. So I would have done something smaller but easier with only the features that our community needs. But here again, this can probably be solved by telling the coders to use more this platform. Finally, you're in the best position to know what is the 
best solution, and I tha
nk you for sharing your opinion! :)

If one day you need some specific web application (for any blending thing), just ask me, I may still be motivated to do it. And by the way, I will still try to do the blender ressource platform.
