If you are set on going to Japan, I believe Tony Mullen teaches Blender 
at Tsuda College in Tokyo.  He is the author of several books on Blender 
and you'll see is bio here:

I'm not sure how the schooling system is there in Japan, but I've 
started a user group myself here in NY and we hold regular meet-ups and 
workshops.  We have managed to catch the eye of NYU who has offered to 
give us free space for our workshops.  I'm also pushing for them to add 
blender to their curriculum.  So perhaps in a semester or two, we may 
have some dedicated non-matriculate workshops here in NY.  For now the 
"user group" workshops I hold at NYU are free as per the space 
arrangement / usage agreement we have.

Perhaps you could start one there in the Philippines to find others who 
you could learn from.
