Ton if we do dev certification, I'd just make it contingent on

1) Fixing n bugs, where at least m are non trivial
2) And/or contributing a non trivial feature

regarding artist hiring practices - while your observation is true for
art studios - for companies that have a focus entirely unrelated to
3D/art who just want someone to do a simple animation, many might want
some sort of certification, especially HR, before they will even look
at the portfolio.
