Alexander,

If it is any consolation, I am in the US and when I've interviewed artists
it is about #1) their portfolio and #2) their attitude (how well they work
on a team). Certifications are nice, but they don't sell me. The exception
to that would be if the position required very specific tools in a specific
technology. For example, I'm in a last minute crunch on a project already
started in Blender and I want someone with art skills and Blender, a
certification would be useful. Or if I'm hiring a Java programmer,
certification would help because it is harder to evaluate programming skill
level in an interview. But in general, if I'm hiring an artist, I'm not too
concerned about the tools they use (tools are a lot harder to teach than
good character or good art skills). As my old boss used to say "it's not the
'what' it's the 'who'"  :)
