[Bf-education] Certified Trainer Program

Hi,

I've edited the proposal:
http://mediawiki.blender.org/index.php/Bf-education/certification

Main changes are:
- named it "Blender Foundation Certified Trainer" or BFCT
- removed references to training centers, made it all targeted at  
individuals
- removed BF revenue goal
- added remark about future BF business
- added a method to validate a certificate
- removed requirement to pay for application in advance
   (makes it easier to quickly reject idiots :)

I've also added action points.
