[Bf-docboard] Locale to single text domain

Hi,

Once 2.92 is released I am planning converting the reference manual
translation files
to a single text-domain. This means there will be one translation file to
translate instead
of several hundred. This should work better for translators and
administrators,
in the future, this will allow us to easily host translations on platforms
like weblate.
The existing translations should be mostly preserved.
