Hi, builds are working again.
Note that this isn't caused by rBM3782, down-grading versions didn't
resolve at least.
Since the issue is in babel, its likely thats the cause.

Translations failed becaise the string "zh-hant" is being rejected by babel,
if it's "zh_hant", it will work, from checking the code.

Worked around this for now and corrected language which caused
updating languages to fail:
