Hi, Aaron:

It seems there is something wrong with the repository. 
I "svn update" the "blender_docs" folder, but a folder named "uk" was added under the "locale" directory.
Could you help solve it?

Nope, it seems you did it again. Make sure the directory layout matches https://docs.blender.org/manual/en/dev/about/contribute/translations/contribute.html#installing-your-language-files

What svn client are you using? If you are using a command line version try:

cd G:\blender_docs\locale\

svn ci -m "First Ukrainian Translations"

You need to commit the changes. Be careful though last time you committed to the wrong repository.

When committing make sure you are inside the "locale" folder.

You should now have commit access, usernames and passwords are synced with the ones on https://developer.blender.org

We will set up the server to compile the manual and add appropriate links to the docs after you make some initial translations.
