My I suggest a freeware called ActivePresenter (http://atomisystems.com/) ?

This software is very user-friendly, with tons of recording and editing
features.

The best part is, it will allow us to create the same video in multiple
languages.
The idea is to prepare a script, and then use it for two different purposes:
1. Use a TTS (text to speech) agent to create audio track.
2. Use the text file to create closed captions (subtitles) for the video.

Not only that, but the original script can be translated into any other
language (using a combination of machine and human translation), which
means we can have audio and subtitle in any supported language.

The ActivePresenter developers release new versions every quarter, with
many new features.

I can arrange for adding Blender team's inputs in the next version of AP
(just like how the Blender's Open Movie teams provide feedback to Blender
developers).

(I created its 252-page User Manual, and am actively involved in their
releases.)
