Assuming more than two people write about one topic in their own sandboxes,
reconciling them would be a big task.  It is better to adopt the stubs
approach.

In fact, having visible stubs is good, as it prompts people to come forward
and contribute.

After all, it is better to let people come to an empty page, and realize the
manual is not ready yet; rather than having them search around in vain and
ultimately conclude that what they want MAY not be there....

Some wikis put a indicator in the TOC to let people know how mature the
content is. Typically a tiny colored bar (The length of the bar and color
reflects the maturity of the page).

   - Readers can start at TOC page and avoid pages that are in nascent
   stage.
   - Authors will seek pages that are in initial stages and finish them.
