[Bf-docboard] Some changes and PDF manual

Hello,

Marco Ardito is doing a great job with the PDF version of the Blender's wiki.
Nathan Letwory is hosting the manual (see the link in the sidebar in the wiki and
http://www.blendernation.com/download-the-blender-wiki-in-pdf/ too :)

Marco's workflow is based on htmldoc:

We had some talk about the structure and conformity of the pages, he reports some
problems if pages are not starting with a title.
For example "= Title =" becomes <h1>Title</h1> in his conversion, so another problem
are pages starting with "===Title===" and not "=Title=" because so the pdf titling isn't uniform.

To solve these problems, and since I think it's good for the manual too :), I'm slowly
scanning the manual to conform pages titling a bit.

Also, I've put 2 "PDF-start" and "PDF-end" divs in Page/Header and Page/Footer templates
to help him a bit scan the pages, please don't deleted them :)

The pdf bookmarks are quite flat now, so Marco is having a look about structuring
them a bit better following the Manual index at Doc:Manual, he'll see if this is possible :)

While I was scanning the Manual I have so far expanded these pages in subpages to help reading

I'd do the same on other long pages if it's the case.

In Doc:Manual I've added a new panel called "Starting", separate from "Introduction",
please let me know if this is ok so I can do the same on Doc:Tutorials (and Doc:Theory)

If these changes are a problem or if they break something, please let me know.
