[Bf-docboard] Proposal for a new main page

Hey

I have created a proposal for a new main page. You can find

.

The main features are:
- languages are located at the top 
- each language has its own frontpage
- documentation is split to three pieces: user, dev, writer
- all parts of those pieces are set alphabetically
