Hi,
the relevant code in Blender's Cycles integration is BlenderSync::sync_background_light.
In short, you need to add a Light with type LIGHT_BACKGROUND, set its use_mis flag to true and set its map_resolution to the resolution you want to use and its shader to the world background shader.
