the relevant code in Blender's Cycles integration is BlenderSync::sync_background_light.

In short, you need to add a Light with type LIGHT_BACKGROUND, set its use_mis flag to true and set its map_resolution to the resolution you want to use and its shader to the world background shader.

But I didn't found any way to do it programatically. I've found a flag to enable mip on the shader but it seems to have no effect (lots of white fireflies on the render) and I cannot figure where I could change its resolution.
