[Bf-cycles] Why is the rolling shutter duration hard-clamped to <1?

You can think of Rolling Shutter Duration as a factor which defines how
much motion blur and how much rolling shutter effect you'll get in the
frame. Rolling shutter duration of 0 means there's no rolling shutter
effect at all, and rolling shutter duration of 1 means there's only a
rolling shutter effect in the frame.

Amount of how much curved objects are with the rolling shutter is
controlled by Shutter Time parameter.

That being said, instead of using rolling shutter duration above 1 you
should be increasing shutter time.
