[Bf-cycles] Cycles Curve rendering tangents

I noticed that Cycles generates Curves well when the subdivision is high
"so the total segments are more than 30 for a short hair".
if the subdivision is low, the normals are not consistent..
a simple test: open a new scene,
add hair with dynamics to the cube,
make Cycles Hair subdivisions = 0.
test render, it will show the problem with inconsistent normals.
I wonder which part is generating the hair geometry from Curves? can't we
add one more data to the hairs "like tangent vector" , so it guides the
normals to be smooth.
