[Bf-cycles] Why is the shadow pass ignoring mesh and background MIS?

Hello Cycles Developers,

while many VFX artists find the Cycles shadow pass limited, I wonder 
wether it could be improved by also taking mesh lights with MIS and the 
world background with MIS (basically all shadow rays) into account?

Is there a specific reason why it only recognizes lamps? Most VFX work 
is done with an HDRI background of the set, so the change mentioned 
above would be real improvement.
