Yes, all BVH/texture/etc. data must fit into vRAM if you wish to
render with Cycles. If you have multiple cards it must fit into the
memory of the card with the smallest amount. In GPU rendering each GPU
functions as an individual render node, and if all nodes cannot sync
information your render will fail.
