[Bf-cycles] Cycles preferences tab in the user preferences

Hi,
I don't think that is a good idea. Features which are not possible on 
the GPU have checks in the code itself and they are disabled then.
If you want to tweak the feature set you can have a look at 
kernel_types.h in the Cycles source folder and modify it yourselves.
