[Bf-cycles] Noise patterns in animations

currently the noise is initialized the same for every frame of an animation.  This leads to
visible "static" patterns for camera animations.  At the same time, in scenes with a static
camera, where only a little part of the scene is animated, the static noise pattern can be
beneficial for the appearance of the shot.  Therefore I propose making it an option to
initialize the RNG differently for each frame (defaulting to non-static noise, because it
behaves more like a film camera would).

Patch attached that implements this.
