[Bf-committers] Blender 2.82 BCon4 in effect from now 2020.02.06

Hi all,

>From this moment on we're in BCon4 in the 2.82 release cycle.

As a refresher read the Release Cycles [1] page on our wiki. With
BCon4 in place the blender-v2.82-release branches are now
open for CRITICAL fixes (mainly crashes) only.

Any cleaning up and non-critical fixes should now go into master
for 2.83.

If you find a critical bug in 2.82 make sure to poke me in the very
least. Together with module owners we will decide whether the
issue is urgent enough to still require a fix in blender-v2.82-release.
This holds for both the main repository blender.git as all submodules,
with the exception for the localization submodule which is expected
to roll out an update sometime coming Monday.

Besides that focus for 2.82 is now on finishing up documentation,
release notes and get ready for final release. BCon5 is scheduled
for 2020.02.13.

I'll roll submodules to their respective heads on blender-v2.82-release
right after this message is sent.
