[Bf-committers] Toolbar icons in master

Hi everyone,


A couple of hours ago I landed in master the Mulitres Displacement Smear
tool (
https://developer.blender.org/rBd23894d3ef3f019eeb88ef3da77e8416c6f70f29).
This tool is now in master without a toolbar icon, which contradicts what
was previously decided in a module meeting. Julien Kaspar and I decided to
change this policy for the following reasons:

   - The code of the tool was already reviewed and it is considered ready.
   Having the tools in master as soon as they are finished allows finding and
   reporting bugs when using the alpha builds. I would rather have the tool
   being widely used for a couple of months before release than committing it
   later when the icon is ready after being "abandoned" for a while in a
   patch.
   - Having the tool without icon in alpha builds can help to find
   contributors to take care of the icons for the new tools.


If there is no toolbar icon before bcon3, the tool can be moved to
experimental, but at least we already know that the tool was tested for a
while so it should be safer to enable it in any release.
