[Bf-committers] APCu installed in Phabricator for speed up

Hi,

It would appear that all these years since the APC addon was deprecated and
replaced with pecl-APCu, which the phabricator was complaining about,
actually turned out to possibly be the root of some serious performance
problems (it was silenced a while back).

I added it to the system and can notice an improvement here. As always,
keep an eye out for anything bad, or if those page timeouts go away.
Hopefully it "just works (tm)"!
