[Bf-committers] Now at 2.81 Bcon3 and 2.82 Bcon1

Hey all,

We have now entered the next phase of the release cycle.

In short, Blender 2.81 now continues in the blender-v2.81-release branch,
for bug fixing only. Blender 2.82 development started in the master branch,
for new features.
