[Bf-committers] Blender 2.8x Release Cycle - updates and blog post

Hi,

I just posted a new blog post about our release cycles and what is expected
in 2.81:

The wiki is still the place where the most up to date information will be

Speaking of which I now included in the wiki page the rough time developers
are expected to dedicate to the tracker during the different bcon stages.

As a rule of thumb:
* bcon1 - 1-2 days/week
* bcon2 - 2-3 days/week
* bcon3 - it depends on high priority bugs
* bcon4 - short time 5 days a week with eyes on the tracker to see if
anything critical shows up

Also, I added the bcon5 (release) stage in both documents. Part of bcon5
happens in parallel with bcon4 (final release log touch ups) and even after
the release is out already (social media). So I didn't shift our release
date in any way (in the milestone pages) because of that. But Pablo Vazquez
suggested we formalize this as a stage, and it makes sense, so now we have
it.
