[Bf-committers] Eevee/Cycles light intensity mismatch?

Asked a similar question before, and was told that light options were going
to be changed - eliminating some features. Not sure it's related but does
concern me that "spot/Halo" lights are going to be removed/limited. May be
for other optimization of filed/object performance processing, but I don't
agree that performance is preferred over quality.
