[Bf-committers] New Dev Fund grants, coordinator roles

Hi everyone,
Thanks to the growth of the Development Fund we could afford a couple of
more grants for the 2nd half of 2019. All existing grants have been
renewed. New are two people:
- Germano Cavalcante de Sousa (mano-wii) for work on snapping tools and
precision modeling. (3 months)
- Nathan Letwory (jesterKing) for half time development coordination.

More grants are being worked on, including a report on the past 6 months
and the coming half year.
The 2.80 release is being coordinated by Brecht van Lommel, but
coordination will be migrated to Dalai Felinto and Nathan Letwory this
month. They will be in charge of the coming releases and anything that
has to do with coordinating the development work on blender.org. Brecht
will then have more time for his role of lead Blender architect and main
Cycles developer.
The precise role of a coordinator still has to be filled in still. But
in general it's just to help everyone on blender.org to have a pleasant
time on developing Blender. This includes on-boarding, technical
documentation, working with module teams (docs, involve users), keeping
the communication flow going on here and on devtalk and the code blog,
and so on.
