[Bf-committers] Google Summer of Code 2019 - Ideas list

I've updated the list of ideas together with Sergey now. We've removed some
outdated ideas that were left from last year, updated a few and added some
new ones.

Other developers are still welcome to add ideas, we can use a few more. But
it should now be a good enough list for Google to evaluate the Blender
organization proposal.
