[Bf-committers] is it ok for a non-dev to close bug reports ?

Hi,

I've just found that I can close false bug report like this one :
https://developer.blender.org/T56797
Is that helpful for developpers if I close this kind of report ? I can also
mark them as Incomplete if  that seems obvious to me ...
Of course if in doubt I leave it as it is.

I was just thinking if devs spend a lot of time sorting bugs report some
part can be done by users.
