Hi,

I talked about it with Brecht and Campbell. This is what the current situation is (should be):

- developer.blender.org <http://developer.blender.org/>
Here we host design tasks with open discussion, however only tasks will be added with an active developer or team assigned. (i.e. only approved projects for a release).

- devtalk.blender.org <http://devtalk.blender.org/>
General questions, discussion and feedback on *current* development projects, or help for new developers on topics they want to work on. With 2.8 still in development, this is a good place to ask questions or get feedback.

- lists.blender.org <http://lists.blender.org/>
We keep this list (for the big picture) and the commit log list, but we propose to move the specialised mailing lists (gamedev, physics, animsys, cycles) to devtalk.

There is no official place for design proposals and feature requests. This is mostly a practical issue, the very small developer team can simply not handle the avalanche of ideas and suggestions from users. 

For that reason external websites still work best - even when chaotic or noisy. Often good ideas bubble up and get attention from developers. Try blender.community/c/rightclickselect/ <https://blender.community/c/rightclickselect/> or blenderartists.org <http://blenderartists.org/> .
