[Bf-committers] Blender 2.8 bug reports policy

Hi there,

We just updated the info text from:
https://builder.blender.org/download/

The idea is to try to raise the quality (and lower the amount) of the
bug reports on 2.8. The text now says:

"Currently we are aware of many issues in 2.8 and actively working to fix them.
Since replying to reports takes time, we have decided to limit bug
reports to module team members."
