[Bf-committers] Update to OpenCollada 1.6.47

Dear Platform maintainers

Recently i have posted 2 change requests to the openCollada project:

* Fixing the scons build on linux (requested by Hackerman)
* Improved error handling (reporting errors instead of terminating Blender)

Both changes have been accepted and are available now in the OpenCollada 
repository.
Note: The last time we updated OpenCollada in Blender was about 2 years ago.

Because of this i propose to update to OpenCollada - 1.6.47:

or if that suits better, use the commit number:

     22b1f4ff026881b4d2804d397730286ab7e3d090

Please be so kind and report any remaining issues with building the 
libraries.
If you know a fix for your find, you can forward the fix to OpenCollada
project or tell me about it. Then i will take care :)
