Hi,

Blender uses its own UI library.

https://developer.blender.org/diffusion/B/browse/master/intern/ghost/ and
https://developer.blender.org/diffusion/B/browse/master/source/blender/windowmanager/

Are a couple levels of the code behind the UI.
