Hi Jacob,
It is the other way around.

It's not about bring pip into Blender. It is about bringing
blendfile into pip.

Also be aware that blendfile is NOT bpy. It doesn't have operators, it
doesn't have a high-level API. It's a low level library to read/write
blendfiles.
