[Bf-committers] lib of cycles is not included in a package for the latest buildbot build of win32

Precompiled 32bit kernels are disabled because currently 32bit CUDA can't
compile kernel due to compiler issues.

Hopefully we\ll solve this for 2.76 release. More global future 32bit CUDA
kernels are questionable.
