Hi Matthew,

Yes, you can use the web form (Phabricator) to submit a diff,

https://developer.blender.org, "Submit Code" button.

Once created, the differential can be associated with the task with
the "Edit Maniphest Tasks" link,
Replying to T44597 with a link to your differential is fine too.
