[Bf-committers] list veiw vs outliner functionality

It was sort of suggested in the past:

also moving/replicating these lists to the N-panel, so that the properties
editor can be hidden altogether and give much more space and functionality
for the outliner:

Basically:
-more flexibility
-More vertical space for the outliner
-More functionality and less replication of buttons and scatter of
datablock lists.
