[Bf-committers] Git-Branch Usage (draft)

Recently we had some commits to branches (binary files), which we
rather avoid where possible.
This prompted me to write a section in the 'New Committer' page about
policy for branch use.

No harm was meant and we can always re-branch for larger
accidents/problem, but think these are reasonable guidelines.
