[Bf-committers] Visual C++ without Visual Studio

FYI Microsoft is going to start releasing build tools without bundling the
entire Visual Studio, like they used to do with the Windows 7 SDK. Now that
Visual Studio Community is free it won't make a huge difference. But for
people that just want to build from source (or for build bots) this is good
news!

It's pre-release now but should be usable by the time we transition to MSVC
2015.
