That's really weird because zip does not store any file ownership or
permissions. Those attributes are set on files during extraction and it is
up to extracting software to make decisions. So make sure extraction is
happening correct from proper user account.

P.S. And for sure i can't reproduce your issue, si pretty much sure it's
some specific interference with other users or software on your side.
