[Bf-committers] Remove support for SCons configurations?

Fairly for neither of the SCons BSD's are used by anyone.

The addition of FreeBSD9 was from 2010, since then there are only
cleanup/update commits from devs who don't use FreeBSD (afaik), like
bumping Python version, or removing changing flags across all systems.

MinGW cross compiling only worked in a very limited way, I had to call
Wine to run makesdna/makesrna, but last time I tried it was broken
(can't recall exactly what failed...).

Since we dont even officially support MinGW on Windows, Im not sure
its worth the effort to support cross compiling to it on other
platforms.
